You may create One Page with anchors for page sections just in few steps, follow them:
Step 1: Create page with necessary content. Set header style for this page to: One page
Step 2: Edit you rows and add anchors using row id
Step 3: Go to Appearance > Menu . Create menu for your one page. Use Links element to create items for your sections. URL field contains your Anchor (Row id). Anchor is section anchor you set in previouse step.
