You may create One Page with anchors for page sections just in few steps, follow them:
Step 1: Create a page with necessary content.
Step 2: Edit your rows and add anchors using row id
Step 3: Go to Appearance > Menu . Create menu for your one page. Use Links element to create items for your sections. URL field contains your Anchor (Row id). Anchor is the section anchor that you set in the previous step.
